CARF International announces new position and hire of public policy managing director Deborah A. Witham

New role will work with health and human services payers, regulators

September 26, 2017, Tucson, Arizona — CARF International, the nonprofit accreditor of health and human service organizations, is pleased to announce the hiring of Deborah A. Witham, M.S.W., J.D., in the new role of managing director of public policy beginning October 3, 2017. Based in Washington D.C., Witham will lead CARF’s continuous assessment of, and responsiveness to, developments in public policy affecting health and human services nationally. She will report to Darren M. Lehrfeld, J.D., CARF’s Chief Accreditation Officer and General Counsel.

“Ms. Witham’s unique combination of skills and experience will go a long way toward supporting CARF’s work as a leading catalyst for improving the quality of life of persons served,” said Lehrfeld. Witham will be responsible for monitoring public policy in the U.S. health and human services sector and planning and executing strategic business activities to promote the values of CARF to key decision makers.

Witham comes to CARF from Vocational Instruction Project (VIP) Community Services, a social services organization in Bronx, NY, which she joined in 2010. There, she served a variety of administrative functions, including oversight of compliance and programs and worked with payers, regulators, and government officials. Prior to VIP, her career spanned both direct care and supervisory positions within the child welfare and mental health arenas, including working for an Early Head Start program. Witham has served as an advisor to Social Work students at two universities and is vice president of the Coalition of Medication-Assisted Treatment Providers and Advocates of New York State.
